What is the State of Early Special Education in Idaho?

I have a 3 Year Old Son with Autism. He is currently enrolled in Pre-K through our Public School System, and he does have an IEP. We live in Massachusetts, but want to move to Idaho and buy land, and build our own House. I know that Federally, States have to provide similar services if you have an IEP, but I was hoping someone fron Idaho, especially the Coeur D’Alene area could tell me of their experience with the Special Education System.
